All the more reason I need to fine tune my website and give it a better name. Just trying to figure out how to fund it. I could do ads but I also hate ads. Anyway a test site is up called mytvbucks.com it is up and running but the upload size is too small due to my hoster which is why I will be changing. No censorship and total freedom of speech. Those are my rules.

At least until a bureaucrat second-guesses you and then hammers you with a fine because in their opinion you really WERE targeting kids.  When the criteria is subjective, anything goes.

 

The rule change is so orthogonal to the problem that it fries your brain to think about it anyway.  The original issue is that they decided YT was tracking the viewing habits of people under 13, which the COPPA law doesn't allow.  The "solution" is thrust onto the content makers, not YT, and has nothing to do with whether or not the viewer is being tracked.  The content makers don't track their viewers.  YT does.

A good way to tell if your channel is "for kids", look at the Analytics under YouTube Studio Dashboard. Click Audience and scroll down to look at the age groups. For me, only 2% of my audience is 13 and Under, so clearly young kids aren't my audience and that would be pretty easy to prove if I needed to. If your is significantly higher than that, I would mark it just to be sure.
