My parents found a ticket on the front of their car tonight for parking in a handicap parking place. Their license plate has a handicap symbol on it and it starts with the letters HD (they also had a placard hanging from the mirror). The moron wrote HD on the ticket in front of the number, so it should have been a clue that they were allowed to park there. It's marked on the ticket that they have to pay $250.

My mother called this morning and they said it could have been a citizen volunteer instead of an actual cop.
My mother has to copy her placard, the ticket, their driver's licenses, print out a form from the government web site and fill it out, then mail it all in with 10 days or she'll have to pay the $250 and a bunch of fees.
In the USA, you're guilty until proven innocent.
