GOTHCLAWZ
When I used to have a child minder, I seem to remember her having a game console which has a game built into it. Every time you didn't put a game in it; it would go to this internal game which involved the "rock, paper, scissors" game, a helicopter & I think a submarine. Was this the 3DO? You're probably thinking of Alex Kidd in Miracle World (which was built in to the Sega Master System II).

Polybius
The Fairchild Channel F had a built in game. I think it was hockey and a pong clone though.
MausGames
OMG, that was it!! Thankyou Internet. Don't you just love it when people will say thanks for their ability to ask you a question, but not thank you for taking the time to answer it? I wouldn't have bothered....
