Find TI Puck (Compiled version) on Gameshelf under Assembly/c99. From there you can download an archived file containing this compiler. I know (opry99er video) that there are files in this folder BUT with this little archive 57k, I can't open and have any files. Do you have another link ? I tried it with classic99, I had to remove the ".bin" extension of the "Comp_arc.bin" file.

If you right-click and view it within TIDir, and you see it's only binary code, then it is an "EA5" program (memory image). You can run it with "RUN PROGRAM FILE" with the Editor/Assembler cartridge.
