NTSC doesn't have it that bad, but certainly the could have adjusted it for PAL. PAL Atari colors aren't as crappy as c 64 colors though!

The Ataris have plenty of good reds. I think what you mean to say is that they're lacking in high-luminance, high-saturation reds (something this particular image requires). Some systems (CPC for instance) have those kinds of reds almost exclusively, and thus lack the ability to show any kind of subtlety in that hue. Another way of putting it, much of what those systems produce using reds looks completely obnoxious.

Not downloaded but from A8 screenshot seems that top left (if PAL) colour E pale greens and on the right browns colour 1 or F.

Though the A8 palete lacking real reds it should / would looks better (on some way. ..) the first use browns 1 or F while second go with colour 2 redish / oranges.

NTSC probably has 2 good red hue values?

 

PAL - Colour 4 (which Star Raiders ridiculously uses for it's Red Alert) is more purple/violet than red.

We get plenty of nice greens and blues but ripped off for red.  And have to put up with colour 1 and 15 being the same.

 

In both cases, colour saturation isn't done real well.  Too much on low lumas and too little on higher ones.

Amstrad CPC - I'm fairly sure it's 27 colours are all fairly close to regular mixes of the RGB components.  As a result you generally get fairly constant saturation but often a lack of variation in lumas.

What makes a good saturation value for a given luma depends on what's needed. Often times, I find the higher luma values way too saturated, when a light color is needed with more of a gray look to it (light gray-blue, for instance). In those cases a gray value needs to be chosen instead.

 

The problem can exist at any given luma value, really (too saturated, not saturated enough, etc.).
