I believe that xxl's beeper routines are using 100% of CPU cycles for bit banging GTIA's CONSOL register which means that the frequencies produced are dependent on CPU clock frequency. Since NTSC machines run slightly faster than PAL machines, there will be a difference in pitch. According to the formula on Wikipedia, the difference in pitch is in fact 15.8645 cents, i.e. 1200 * log2(1.789773/1.773447).
