Generally they're gifts that are presented to client management, occasionally technical people doing courses and the like. My guess for Atari's case would be they were for distributors. Often they have a chip that is made by or of some significance to the company, encased in epoxy. Cheap gifts usually, I would think the chips would be failed ones pulled from the line.
