How to build cart dumper for Lynx?

Actually you can read carts with the same equipment you use to program carts. There will be a new run for blank-cart programmers shortly.

Does that include non removable eprom style carts? Similar to the commercially released lynx carts?

Yes. The programmer can re-program certain carts like Flappy. It uses the standard cart connector only.

What is needed to interface the programmer with a computer? is it similar to the Mateos programmer?

I am interested. Let me know when the programmers are ready. Any idea on costs? I know the games i bought from you were reasonably priced.

The programmer will only work with a Raspberry Pi. Any model is ok. The price is still unknown. It should be less than 50€.

Are there some differences between the old cart programmers and the new ones? If the price will be under 50€ I would be interrested in one too as a backup programmer if the old one should break or something.
