I've received a PAL Atari 7800 console with that motherboard.

I didn't know some consoles have a piggyback board.

Yes sir...Late model PALs have two different daughter boards.

One type for provisioning RGB/SCART. The second type to manage pairs of 2168 memory chips in lieu of the typical 6116 chips.

Yes, I've two PAL 7800's with the RAM chips on a separate PCB. I wanted to install a dev BIOS in the 7800 but never got around it because the RAM board in mine 7800 is also over the ROM chip. Thus replacing the ROM chip meant that the RAM PCB had to be removed too.

I suppose using the 2168 (4Kb x 4) chips were cheaper than the original 6116 (2Kb x 8 ) chips.

Do they all have both or are the RGB/SCART boards for French SCART models only?

If they all have both it would be tempting to retrofit SCART.

No, only the French 7800s have a SCART board because there is no separate SECAM 7800 (France uses SECAM instead of PAL). In countries that have PAL (the rest of Europe, Australia), there was no SCART 7800. Other countries that use SECAM are in Africa or the former USSR and I don't think the 7800 was ever released there.
