Civilization has some wargame elements in it, but I was thinking more in line with hex-based wargames. Remember that old project of mine?

A conversion would likely be better as the game mechanics would already be established. The French magazine Jeux & Strategie had monthly (mostly) wargames published in it, with Ultimate Planet being taken from issue #2, and they are simple enough to allow for a reasonable conversion. It runs fine from a physical cartridge on hardware with a 32K expansion, so it should run fine out of a FinalGROM with 32K expansion as well.

Hi ... yeah you don't need all that sorcery mate, just click the URL for JS99er and click SOFTWARE , then "my games" and it's in there.  Follow on screen prompts.  
In JS99er , ensure your focus is on the game window otherwise arrow keys might scroll through options.

If I understand properly, you would like to install software onto a local machine?  Well there's the Classic99 emulator, for Windows.  Nice, easy to use.  There are lots of folk on this forum that can help with anything you need to know.
