I think the monitor cartridge gets a bit of a special treatment here, because Harry Dodgson actually paid Atari to generate the nessessary signature key for it. He also properly licensed the documentation and games that come with the monitor cart. So in a way the monitor cartridge is the last official program for the 7800 that got released.
