The lack of box and overlays should imo only make it more difficult to win the prize. I guess it's somewhat fair to consider a cart release a minimum to compete. But, actually, a released rom would be played much more even in real intellivision hardware with the help of a flash cart than a very limited CIB release. Personally, I would allow every game released, cart or rom.
