This is why many sellers have started putting in the description that they will only ship to the confirmed address with paypal. I would add this wording to all your listings and mention you will cancel the sale otherwise. Yeah but what happens if you cancel the sale? Does it go to the next highest bidder? Or do you have to go through the whole bidding process for another week and relist the item? If you say up front that you will only ship to the registered PayPal address, that should cut out a lot of shenanigans. Also note that "delivery confirmation" is different from insurance, which would be a good idea on high-value items. Occasional Google Map check to make sure it's written out correctly. Once or twice it hasn't been, and I clarify with the buyer before shipping.
