cart pinout question

new to the forum but have lurked around for a while and have a couple of questions about 4k cart pcb's using 27*256 eproms

1) I see that pin 6 should got to /ce inverted will the 7404 suffice for this?

2)does A12-A14 need to be grounded ?

 

another question is for f8 bank switching, does anyone have a schematic? I am able to comfortably read schematics and have a good knowledge of electronics on a hobby level but I am not an engineer nor do I do this for a living

it is pure hobby so I appreciate any input and direction anyone can give, btw I have searched for schematics etc, but found a lot of dead links. I also have the ability to make pcb's on a one off basis for myself
