Emulator Save Files: Windows to Android

I am reasonably certain that what I am asking for does not exist, but I might as well ask. ? 

 

Does there exist an emulator where the save files are portable between Windows and Android?

 

Specifically, I would like to be able to start an emulated game on my laptop and then migrate the save file to my phone so I can continue the same game.

 

I am planning a marathon of some NES RPGs, but information about a solution for any emulated platform would be interesting.

I'm pretty sure that state files in Stella are transferable between Linux, Mac and Windows, in either 32 or 64-bit versions.  Unless a port does something different, the same should be true of any Stella port.  Sorry that I can't speak to NES emulators, as that's not my specialty.
