Need help to buy Harmony cartridge

Hi,

I'm interesting to buy a Harmony cartridge. First, is really recommended to buy the encore version? That version could run future Atari 2600 homebrews games that the standard version not?

I'm from Perú and i use Paypal to buy many things on Amazon and ebay. But i have a address on Miami, this address is of an international courier than then send my products to my country. On those pages i don't have problem, my shipping address is different that my Paypal's address.  Obviously my paypal address is on Perú. Any possibility to pay with paypal but instead of use the  address on Perú, you can the cartridge to my Miami address with a tracking number? That way i'll only pay $3 for the shipping.
