Still for me, I'd count it as little more than a fast/cheap/easy label variant. Australia only? promo, but shares the same Atari stock number as the 2600 cart. CA400266-163, so still 2600 cart all the way for me, despite 7800 being on the label. Imagine some retailer simply slapped the new label over the old (see evidence of that by the pic above even) for some 7800 promotion BITD. Original green 2600 label has nice rounded die-cut corners as per the norm, while the "7800" 32-in-1 cart label is rectangular ala lazy homebrew type from way back when. As you mentioned, they were a PAL region pack-in with the 2600: Ireland and the UK also had them. And yep, the only difference that I'm aware of is that the label has the number '7800' on it instead of '2600'. My guess is that it was a near zero-cost (just change the label) way of bundling games with the 7800 in some territories.
