Another black blank screen issue in Atari Lynx 2

Hi! First of all, I'm very sorry posting this post because I am searching info about the problems that I have with my Atari Lynx 2 during months so that I can solve them, but without success. I arrived some conclusions but before confirming it, I would like to assure with your knownledge and your help.   But, before, I begin from the beginning:   This Atari Lynx had problems to power on. Hi!! Tomorrow arrives the logic probe. Meanwhile, I've tested all de transistors and it's all OK. Also I've tested all the ICs (UX) and I've found something strange here:     There is a short between Pin 2 (VCC) and Pin 4 (GND). So I think that the chip (U12) is broken because is not powered and maybe the transistors of the chip are shorted.   That explains that randomly there was noise or not. The outputs measure is almost 0v or 1V.
