I have been playing this one so long that I am kind of the wrong person to ask for hints.  I'll pay attention to race 3/4 next time I play and see if I have any specific advice.

Probably the most basic advice that I can give is to try and learn the track and know when to start steering to get a good racing line.  It takes practice, but you can get around actual S curves without hitting the side at full speed if you turn at the right time.   I'll say that I keep the throttle down almost the entire time and only back off on tracks where there are A LOT of oil slicks that I need to navigate through.  You should be able to go full throttle 98% of the time.

There are some tracks where memorizing the speed boost pads is absolutely essential, and there are a couple tracks up in the 20's where you must be able to wreck your opponents with missiles or bombs, but that comes MUCH later than track 3.

It looks like track maps are here:  R.C. Pro-Am FAQs, Walkthroughs, and Guides for NES - GameFAQs (gamespot.com)

This is one I never really gave a fair shake, but I’m getting into it. At my current skill, it feels like anything can change at the last second, but once you get rockets, you can start to decide who finishes first haha.

I’ve been seeing this guy in a super market parking lot playing with a remote control car. Perhaps he’s practicing ?

Level 6 pulls no punches. Time to rtfm.
