URI mappings are prefix aliases for any level 3 file read access, such as PROGRAM image LOAD where that file is accessible from an http or https server.

 

My guess is that wherever you got that URI prefix also had instructions for loading with it.

 

This is often used with the TIPI extension to TI BASIC, CALL TIPI which if given an argument of a device name and path will perform an EA5 PROGRAM image LOAD.
