As you move up the building, you move to night time and back to day time. Mabel has had a gender change. I am not familiar with the Intelivision limitations but as far as I can tell the body of the beast consist from black rectangular pixels, and his face from double wide yellow and black pixels ? Anyway following this rough estimate I drew a new beast as a comparison.. I never really liked the baddie graphic in this game when I was a kid. This looks better imo.
