Figured out my banked memory issue.

I think I already listed my resume somewhere around here but a brief mention:

I took a Z80 advanced class while I was in Junior High, 1980.  A couple years Later CP/M 2.2 was what we did the in depth study in operating system design.
So I was applying the same principles that I learned but the reality is I had it Bass Ackwards....
Instead of loading everything at $0000 or $0100.  What I should have been doing is maintaining EOS, The Stack and my DOS above $8000 and using the lower bank as all the memory I need.

I can switch in as many 32k banks I have starting at $0000 all day.

So, I will start off with OUT(7F), 2 which is Expansion Ram $0000-$7FFF/Normal Ram $8000-$FFFF
 

Too easy.
