I don't think dogdark has anything directly to do with the game. He's posted a video of a very old WIP that was dropped by the original team who subsequently released the source code to the public. In dogdark's information section below the video, he states: "Showing the demo of Rally X that is in the process of being programmed by Ascrnet". @ascrnet was part of the original team and later helped translate the source comments into English for @starwindz, who had some interest in carrying on the project (but eventually faded out, due to life issues, etc.). So, I would say this project is not currently being worked on, and hasn't for some long number of years. There are several binary versions available ("New Rally X (3).xex" corresponds to the video). I'll post them both here (they should also be in the "Atari Betas" archive that I've posted elsewhere). The friend dogdark took a different version than the one released by the original project team. So, the youtube video statement was correct, at least to 2020.
