Tempest on Pandora DX

I have a Cocktail Arcade from Awesome Arcades.  It uses a Pandora DX with Atari's games on it.  When I run Tempest, it will use the joystick for movement.  I want to use a spinner.  In the Atari Centipede, it will use the trackball.  If I plug in my spinner, the spinner will work on Centipede (of course, only right and left movement),  I assume Tempest is using the controls from the JAMMA board (access the joystick), while Centipede is using the USB port on the Pandora DX for the Trackball.  How can I get Tempest to use the USB port, instead of the JAMMA board inputs?  Can I go in the ROM and make a modification?  I am new to this and think the ROM is in Assembly language.  I did have a class in Assembly, a long time ago.
