TIPI connected to 32K side port Raspberry PI Zero W (I am using Dupont jumper connectors to connect the Raspberry Pi because it already had a male pin header installed) SD Card with the latest image installed from the GitHub page Does anyone have any reasonable ideas about how I should troubleshoot this? Also there is a support thread for TIPI issues here. It is listed in the Wiki. Have you found it and read through it yet? Have you checked the 32k to see if it's powered from the bus or external power?
