Was Sega games being developed for the lynx.

No. I think that was something that Electronic Gaming Monthly magazine put together for Atari through some sort of advertising deal, and that screen was put there in error.

Atari did strike a deal with Sega where each company was allowed to port a certain number of titles per year from the other company, but I think Sonic titles were excluded. This happened in late 1994, though, when Lynx game development was already discontinued, and Atari was focusing on the Jaguar.

Very little came out of the deal, anyway. Atari never did port any Sega games, and Sega only took advantage of the opportunity once to make a cartridge called "Arcade Classics" which had Centipede, Missile Command, and Pong. This was released on both Genesis and Game Gear, and I remember that the Genesis version wasn't too great.
