I did some research on them a couple years ago and it seems like it was one guy who would pay inexperienced people to make his games. I have always wanted to know the full story though, if anyone else knows what their deal is. I'd love to know more about their history as well. They did put out a wireless controller for the NES, so they at least briefly stepped outside of their (apparent) Atari comfort zone, but I've personally never seen anything else released by them, other than the 2600/7800 games of course. (And for all I know, that NES controller was made by someone else and Froggo just added their touch/branding to it, not unlike their 2600 output.)
