Gut 'em, sell the gut on eBay (someone will buy it even if they are junk), put a monitor or a TV, a PC for MAME, wire up the controller. With building one from scratch, you'd have to cut up several pieces, put them together, take a few days off to nurse a black thumb, sand the rough edge, paint them, take a few more days off to recover from paint fume, and then wire the controller in place.
