I'm not trying to throw more logs on the fire, but for that matter Commodore were also investigating CD-ROMs by late 1985, early 1986. They had plans for applications both for the C128 and Amiga line, and honestly it is not unexpected for tech companies like Atari and Commodore (probably Apple too?) to stay on top of the latest industry trends, even if those not yet were commercially useful.
