It's the other way around. PAL games aren't signed and thus none of them will run on (unhacked) NTSC machines at all. Whether an NTSC game works on a PAL machine depends on the game. One big difference is that the DLL needs to be longer, and if it isn't, Maria will access memory areas it shouldn't. It is possible for a game to detect NTSC vs PAL, and this is in fact done by the version of Asteroids built into PAL consoles. But it is not normally done.
