It is an adapter that allows you to access the data on Atari 5200 cartridges with a 2600. It won't allow you to play the games of course (unless the 5200 cartridge is programmed with 2600 software), but it will allow you to dump 5200 cartridges with a 2600 cartridge dumper, with some modification. It uses a modified version of the 'F4' banking scheme, the only difference is that the hot spots are at $0FF4-$0FFB rather than $1FF4-$1FFB. This way you can accurately access the data at addresses $1FF4-$1FFB in all banks. The adapter also includes an EPROM which contains a 4 byte table that converts the 2600's chip select line to the E4/E8 lines 5200 cartridges use. Here are some pictures.
