Not necessarily, I believe you are thinking of the RAMROD MMOS with Omnimon OS installed. There was also an Omnimon Piggyback board that plugged into 1 OS ROM socket on the 400 mainboard or the 800 personality board. I'm pretty sure that's dielectric fluid from a leaking capacitor. Clean the board and replace those caps and I bet your 800 comes back to life.
