28C64 (same as 27C64) is not drop in/pin compatible with 27C32. It also has 4 more pins that would hang off the end of the socket.

It can be made to work with appropriate pin rerouting, or an adapter board to remap some of the pins, and optionally use the extra address line as a bank select, to choose which 4KB half of the 28C64 is in use. (Or duplicate the image twice if you leave it floating)

Actually, you may be interested in this versatile 'universal' adapter: http://www.arcade-cabinets.com/board_hacks/24U/index.shtml

"The 24U is a universal replacement solution to replace 2708, 2716 and 2732s EPROMS. This kit is a very small adapter board that can take a cheap and easy to find 28 pin EPROM (27512, 27256, 27128, 2764) and can use it to replace a 2708, 2716 or 2732"
