As long as you have some way of saving the program to your computer's hard drive while you're developing it I don't see why this wouldn't work. Ideally you'd use a real Atari 8-bit computer with something like APE that allows you to use your computer to emulate peripherals on the 8-bit. This way you can run your program on a real 8-bit, but save everything on the PC. Certainly I'm going to be looking at this solution when I try to get my Carina II Atari 8-bit BBS up and running again.

 

As for converting your program, I don't see any obstacles that would prevent you from converting it from QBasic into Atari BASIC. You'll just need to learn the (often subtle) differences between the two languages. The commands that will differ the most will be any graphics and sound routines you've used.
