Contacts look like clean shiny tin but viewing at different angles they appear to still have some tarnish.

Use good quality (Unilever) brand q-tips. Break the Q Tip in half, put it in a drill and then use some decent cleaner with the power drill/Q Tips combination, clean the contacts.  The Q Tips are soft enough that it won't hurt the contacts.  You can get it nice and clean with this method. I've done it myself.
