Interesting. Seams to have a dos built in to the cart, moved down to $700. Maybe dos 3?

Yep, it is confirmed to be DOS 3.

I did tried to set-up Atari 1450XLD ROM "ATA_R03Y and Atari OS 1450 3.X" and both failed to load your software. It just blank in grey screen, that's it. All another ROM like 1200XL and other. It say, it is works only on 1400XL or 1450XLD in grey screen. My emulator currently is Altirra /X64 4.20 test8.

This means that the modem (T:) device is not present. You need the system mode set to 1400/1450 so the voice/modem hardware is present, and the PBI V:/T: handler firmware:

 

 

The 1400/1450 OS ROM is not required, the regular XL/XE OS v2 works fine (all that's needed is PBI support).
