Does it disable the on-board 16k of the 600XL and then just use the 64k from the 1064? Or does it just add an extra 48k to the 600XL to get the 64k ? I don't believe that is right. For one thing, the 6502 can only address 64k so you would need some bank switching stuff (like the 130XE had).
