These were generally prototypes (sometimes even finished but unproduced products) that were loaned out to the media (magazines and kin) for review purposes prior to the game's release. Generally Atari expected them to be returned after those they loaned them out to were done with them, but I doubt very many actually did. :-) I haven't seen ones in such poor condition, but a very nice find all the same. Those are prototypes -- usually works in progress, so they're unfinished. It's not entirely surprising to find one without sound. That's probably a proto that's fairly early along in its development.
