A compiled version of the cc65 compiler for your operating system (there is even one for Windows). You also need to learn C or cc65 assembly language. And read the Lynx technical documentation to get an idea of how the Lynx works. You can find daily pre-compiled Lynx versions from cc65 daily snapshots You should grab the lynx libraries cc65-snapshot-lynx-*.zip and the Windows compiler cc65-snapshot-win32-*.zip or if you want you can grab the sources instead and compile them by yourself. You don't need any special carts as you can run your masterpiece on the Handy. I have also added an example of how to compile a real cart.
