Doubling Jr Pacman to 32k does not work?

I am trying to double the ROM to 32k so it will fire up on the Emulator, and for burning to 27C256 but once I do it, it does not work! Anyone have this problem? I used the command "copy /b JrPac52.bin+JrPac52.bin JrPac5200.bin"

I've got 3 images of 5200 Jr Pacman including the one I just DLd from AtariMania and none seem to work on Atari800Win+

If you run the 16k as a two chip it works here on Atari800Win 4.0

I think it was made for board using 2 8K chips. If I recall you split the 16K image in 8K and double up the high and low bits you can create a working 32K image. Attached is a working rom along with one modifed for 2x speedup when you hold down the button.
