What's a register locked card?

It means they can't sell it to you because it's before the release date, so when they try to ring it up it says "not for sale." The Animal Crossing series two cards were register locked.

Why would they do that?

The same way for buying movies and games.

 

Sometimes, there're some movies to buy available but they cannot be sold until they reach a date.

 

Sounds stupid to me.

I attribute it to careless employees (who to be fair are undoubtedly underpaid) not checking dates and putting stuff on shelves the moment they pull it off a truck.
