They are NTSC (I dumped one of them today, exactly like a PB frogger). Their origin is a mystery. Eckhard Stolberg has the exact same cart in PAL format and posted a picture of it on his site. He says it is rare even in PAL format, but in NTSC there are only three accounted for publicly. To me you don't have a complete NTSC Parker Brothers set until you have this variation as it is a significant variation. It's the rarest Parker Brothers of them all and makes Qubes look like a Combat in comparision.
