There's no TV-Format issues with handhelds. Yeah, but that's mainly due to PAL and NTSC differences, with the US and Japan both countries use NTSC. So that was never the issue. The primary reason there are no lockouts on handhelds is unlike a regular system, going back to the original GameBoy the manufacturers have guessed that travelers are likely to bring along their handheld game system (GameBoy, Lynx, Game Gear, Neo Geo Pocket, Game Boy Advance, PSP etc) and might be more likely to buy software for it when traveling since the handheld system is more likely to be accompanying them. I can't speak for European games, but I suspect it's the same deal. I have the European Kuru Kuru Kururin and it plays great on the GBA, GBA SP, DS, and GBP. No region protection at all on the GBA. Aside from getting Super Mario Advance 9 months before any of my friends... there's Zoids Saga, others I can't remember.. Also, some decent GBC imports, as well..
