Donald Duck's Speedboat chip on auction?

Saw this one and was wondering, is this a proto or a burned game. I admit I'm no expert on protos, just curious as this will most likely be WAAAAY out of my price range.

I have that on my watchlist, it almost looks like a production board because there is no 7404 inverter on the board. Very interesting because that could mean it's a finished game afterall and not a proto.

 

Tempest, any thoughts ?

Aren't 99,9% of all Donald protos finished products, merely waiting to be put into cases and sold?

I think they were sold by Best Electronics. They buy many complete Atari games and sold them like Donald Duck's Speedboat.

Don't get me wrong, I don't know this for sure. I was looking for someone to confirm it
