Its just packaging style from when that copy of the game was sold.. Atari changed it's package/label design (and the style of the plastic cart case too in many cases) at various times..

 

There are some games that have multiple versions (of the actual software) with slight differences, but that is pretty much on an individual game basis.. theres no general rule that applies to all games as to which versions were/werent the same and in which packaging.

 

The blue packaging in the lower photo is the newer style..

 

The grey/sliver packaging style in the upper photo was left over from the XL days, but atari continued to use it for some 8-bit products well into the Trameil (XE/XEGS) era, before finally switching to the blue packaging..
