Mangia - NTSC?

Does this look legitimate to anyone?

1. The seller has a very low rating.

2. He/She is selling other PAL carts.

3. He/She can't/won't check a rare cart for NTSC or PAL but wants me to believe it is the version that no one has proven to even exist yet.

4. Only accepts payments that are hard to get back if this turns out to be fraudulent.

5. The seller has revised the title twice in the last two days.

I doubt it's NTSC. Notice how he says:

 

>>I think its NTSC

 

This is usually code for "I know it's PAL, but this way I can sell it as NTSC and cover my ass"

 

So far the only NTSC Mangia I've seen is that weird chip one that CPUWIZ found.
