allow an option for Instruction Manual Only for homebrew games. and then charge, say, 40% of the normal price. homebrew authors would still get a bit of what they would normally make, and owners of the Harmony Cart who have already downloaded the the released ROM can still give back, without having to purchase a cart they probably won't ever use.

 

i don't really want to buy any more carts, but i do want "official" manuals and still want to give the authors $$ so they continue the hobby.
