ParanoidLittleMan
Without video cable you can not be sure t hat it is really OK. So. you need it. Or at least 13-pin Atari video connector, so someone can make proper cable. Assuming that there is no RF modulator. If there is - Cinch (RCA) connector at backside, then can try on TV antenna connector, channel 3 .

S0nic
so can i test it on tv with this cable or must have tv modulator , or can i test it with this cable on commodore 1084 monitor?
ParanoidLittleMan
If no modulator, you can test only with monitor with RGB input. I don't know has your C64 monitor such input. Nije lako, jebiga

ParanoidLittleMan
There is RGB input on your monitor - Sub-D connector at middle of back panel. But I doubt that will find cable for it. Someone with soldering skills should assemble it.

Atari_Only
That 13 pin cable should plug into the ST monitor port on the back of the ST. Then plug the other end the corresponding jacks on theback of that monitor or into a composite jack on a TV. AO
ParanoidLittleMan
The problem with cable you posted picture is that it has no RGB signals. That cable uses only composite. Original Atari color monitor is RGB, so you can use it, but need different cable - search for RGB cable. There may be easier way - using some PC VGA monitor - with it you can test ST in high-res (mono) mode. Need special cable, what is easy to make. Likely can buy too. +Guitarman
Here's the layout to build an ST to VGA (HiRes) adapter so you can connect the ST to an LCD (or any other VGA) monitor.
