Spiker and Stadium Mud Buggies - different PCB's?

I looked at my Spiker today and were surprised about the PCB, It looks different compared to other games like Body Slam or Poker. As you can see on the pics the PCB is very plane and there is no visible Chip soldered on it. On other games there is a HUGE Chip, just Stadium Mud Buggies looks like Spiker.

 

You dont have to open the carts to see it, you also can look inside it from the open side with a flash light. Could somebody confirm if his SMB and Spiker have PCBs like this one? And does anyone know about the reason why?

The ROM is sealed inside that blob of epoxy on the board. To cut costs, it was mounted directly to the board instead of being sealed inside a DIP package. Mattel was using "glop-top" ROMs in their cartridges as early as 1983, so it's not surprising that later releases would also use them.
