atari2600 Paddles & Driving Controllers Question

Are driving controllers and the paddles controllers the same thing for the atari2600 sysytem?  If not, whats the difference?

 

The paddles are analog potentiometers (like a volume knob) wired together as a pair to one plug. It has a tennis racquet on it.

 

The driving controller is a rotary quadrature, digital switch and it can spin around and around without stopping. A pair of these were packaged together with the Indy 500 (Sears Race) cartridge and released in 1977. They have a small race car on them and they are not wired together as a pair. In recent years a few other games have been programmed to use these unique controller.
